Excerpt: I am pleased to provide you with the Environmental Protection Agency’s (EPA) guidance document on the monitoring and modeling of combined sewer overflows (CSO) and their impacts on receiving waters. This is the seventh in a series of guidance manuals that EPA prepared to support implementation of the 1994 Combined Sewer Overflow Control Policy. This manual presents a set of guidelines that provide flexibility for a municipality to develop a site-specific strategy for characterizing its combined sewer system operations and impacts and for developing and implementing a long-term CSO control plan. It is not a “howto” manual defining how many samples to collect or which flow metering technologies to use.
