Introduction: On October 8, 2001, 28 days after the catastrophic attacks on the World Trade Center and the Pentagon, President Bush issued Executive Order 13228 establishing the Office of Homeland Security (OHS) and the Homeland Security Council (HSC), chaired by the President. The OHS’s preeminent mission as defined in the order is to develop a comprehensive national strategy to safeguard the United States against terrorism. The White House has made clear that this strategy should extend from federal agency coordination into the full range of homeland security activities across federal, state and local jurisdictions.
