The impact of mental, psychosocial and neurological disorders on individual health and wellbeing is considerable. The contribution of mental health expertise and intervention capacity in reducing these problems is of the utmost importance if the European targets for health for all (HFA) are to be fully achieved. This report has been prepared in several stages. First, a consultation on the mental health implications of the European targets for health for all, held at the Regional Office for Europe on 21 January 1988, recommended that the report of the Consultation to be prepared by Dr T. Fryers (Rapporteur, University of Manchester, United Kingdom) should be completed with information and suggestions obtained from a large number of mental health professionals in different European countries. This information was collected through a postal questionnnaire which also included proposals for specific mental health indicators for monitoring and evaluating progress towards the achievement of the targets. With the information collected, Dr Fryers made a preliminary draft of the report which was of great value in planning and programming the intercountry activities of the mental health programme in the European Region. Since many people working inthe mental health field have found this draft useful and wish to use it for consultation and reference in the health for all approach to mental health policies and work, the Regional Office has commissioned Professor B. Cooper (Central Institute of Mental Health, Mannheim, Germany) to prepare a final version incorporating additional information obtained particularly from scientific research and specialist literature. This is presented here, and the Regional Office hopes it will be useful for everyone interested in developing comprehensive approaches to mental health care planning, administration, training and research.
