What should the governments of developing countries do to cope with the present crisis in the financing of health services? Current policies have failed to mobilize enough financial, human, and other resources to meet existing or anticipated needs. A sense of urgency has begun to emerpe in recent vears as the extent and severity ofothe probl&s have been better recognized. With respect to the health-for-all goals, there is now a greater appreciation of the size of the resource gap, estimated by one source at US$50 billion annually for the developing world as a whole (1). This figure is more than 14 times the current total amount of external assistance for health (2). Current policies also have other, more fundamental shortcomings relating to efficiency and equity issues. Heavy reliance on taxation to finance health services often adverselv affects the efficient allocation and use of resources, especially when taxes are distortional or costly to collect.
