Excerpt: By following this presentation framework, Interior will be able to not only meet the requirements of the Government Performance & Results Act but also promote managerial accountability through a direct connection of the Strategic Plan, resources, and outcomes. The Annual Plan links coherently with goals contained in the Strategic Plan. The Annual Plan sets forth in measurable and quantifiable form, the levels of performance for each goal in the budget year. The Annual Plan also links to the bureau’s budget as enacted by Congress for FY 1999. This presentation provides a context by which to measure the Bureau’s performance in accomplishing its mission.
