Desptte its critical position in national health systems, the health centre has been somewhat neglected and sidelined as the implementation of primary health care continues to be dominated by the delivery of separate vertical programmes. The vertical programme approach, as well as overcentralization, precludes the optimum use of health centres and effective community participation.
