Excerpt: 1801 GENERAL 180101 Purpose. A. This chapter provides instructions applicable to supporting budgetary material and congressional justification for Information Technology (IT) and National Security Systems (NSS) and programs as well as discussing requirements for Electronic Government (E-Gov) assessments. B. These instructions apply to the Office of the Secretary of Defense (OSD), the Military Departments (including their National Guard and reserve components), the Joint Staff, Unified Commands, the Inspector General D.O.D., the Defense Agencies, the D.O.D. Field Activities, the Joint Service Schools, the Defense Health Program, and the Court of Military Appeals.
