PREFACE Recent years have witnessed a growing consciousness on the p a r t of a l l who are concerned with h e a l t h d e v e l o p ~ e n t t h a t the need i s urgent to improve the q u a l i t y and the extent of t h e d e l i v e r y of h e a l t h care, p a r t i c u l a r l y f o r underserved and underprivileged populations. There has been a constant enleavour t o develop new nethods and approaches t h a t w i l l b e t t e r meet the great challenge of h e a l t h c a r e . The developnlent of the Risk Approach1' f o r improved maternal and c h i l d h e a l t h c a r e by a TvZIO Task Force, expounded in t h i s book, i s the r e f l e c t i o n and r e s u l t of t h i s cons tarlt search f o r pronlis ing approaches. The r i s k approach can be considerel as a managerial tool f o r the f l e x i b l e and r a t i o n a l d i s t r i b u t i o n of e x i s t i n g resources, based on measurements of individual and community r i s k s , and f o r developing l o c a l s t r a t e g i e s and determining the appropriate content of maternal and c h i l d h e a l t h and family planning care. Inherent i n t h i s approach i s maximum u t i l i z a t i o n of a l l resources, including some human resources t h a t a r e not conventionally involved i n such care - t r a d i t i o n a l b i r t h a t t e n d a n t s , teachers, women's groups, and a g r i c u l t u r a l workers, f o r example. It also allows f o r and promotes s e l f - r e l i a n c e f o r health care i n the community and the family, p a r t i c u l a r l y by the mother f o r the dependent youcg c h i l d . Although the approach has inportant p o t e n t i a l f o r improved coverage and q u a l i t y of care i n developing countries, it i s also useful f o r developed areas.
