This Manual for the Technical Cooperation Planning, Programming, and Evaluation System [AMPES), has been prepared taking into account the transformations introduced to AMPES during 1997. These were the result of wide consultations with users and managers of the Pan American Health Organization [PAHO]. The practical implications of this Manual reflect the desire to advance in the application of a planning, programming and evaluation process centered in the Logical Approach to Project Management. This is instrumental in effectively articulating the policies of the Organization in developing a technical cooperation that is focused on specific results and purposes for which the necessary resources are identified. PAHO has advanced considerably in the application and transformation of AMPES since its creation. 20 years ago; however, it is necessary to continue improving it and adjusting it to the needs of ever changing modalities of technical cooperation.
