Excerpt: FOREWORD: This manual provides detailed guidance on the development of Part 2 permit applications for municipal separate storm sewer systems. It provides technical assistance and support for all municipal separate storm sewer systems subject to regulatory requirements under the National Pollutant Discharge Elimination System (NPDES) program for storm water point source discharges. This manual also emphasizes the application of pollution prevention measures and implementation of Best Management Practices (BMPs) to reduce pollutant loadings and improve water quality.
