The conference entitled From Abortion to Contraception was held in Tbilisi, Georgia, in the Soviet Union from 10-1 3 October 1990. The Conference was organized by World Health Organization, Regional Office for Europe (WHOIEURO) with the cosponsorship of the United Nations Population Fund (UNFPA), the International Planned Parenthood Federation, Europe Region (IPPF) and the Zhordania Institute of Human Reproduction, Tbilisi. There were 170 participants from 26 countries who attended the Conference. At the end of the Conference, a declaration was issued which is included in this report. Concerning issues discussed at the Conference, the policies of the three sponsoring agencies are stated below and vary. WHO In 1967, the World Health Assembly in its Resolution 20.41 recognized that abortion constituted an important health problem for women. The consequences of illegally performed abortions account for,a large share of maternal mortality and those who survive may suffer infertility. WHO does not have a policy position for or against abortion. However, WHO considers that: a abortion is a serious health problem; the Organization, on request, can assist countries with technical advice; women who suffer from complications due to abortion should receive assistance from the health authorities of their country. While abortion is not considered by WHO as a family planning method, the level of abortion in a community is a clear indicator of unmet needs in family planning. Safe and effective medical abortion methods have less adverse effects than the surgical ones.
