1.1 World Health Assembly 1.1.1 In 1977, the T h i r t i e r h World Health Assembly c l e a r l y s t a t e d the importance o f h e a l t h l e g i s l a t i o n , giving the following reasons: (a) appropriate health l e g i s l a t i o n is of paramount importance in t h e s t r e n g t h e n i n g of health s e r v i c e s , and i n p a r t i c u l a r i n assuring primary health care for r u r a l and otherwise underserved populations; (b) health l e g i s l a t i o n adapted to n a t i o n a l requirements can serve to p r o t e c t and Improve the health of the individual and of the comunity; ( c ) many Member S t a t e 8 still have l i m i t e d h e a l t h l e g i s l a t i o n t h a t may dace back to the c o l o n i s l e r a , o r no l e g i a l a t i o n a t a l l , and t h i s s i t u a t i o n needs to be remedied by adapting l e g i s l a t i o n to present needs i n t h e c o u n t r i e s and developing new health laws to deal with new requirements; (d) Member S t a t e s need to be informed of t h e h e a l t h l e g i s l a t i o n of o t h e r c o u n t r i e s , p a r t i c u l a r l y t h a t concerning drugs, f o o d s t u f f s , and toxic chemicals crossing national f r o n t i e r s ; (e) national h e a l t h s e r v i c e s r e q u i r e appropriate health l e g i s l a t i o n to ensure t h e i r adequate implementation.
