FOREWORD The r a t i o n a l use of local natural and manpower resources for economic development in the Third World i s a fundamental p o l i t i c a l choice, since it i s designed to s a t i s f y the needs of the people by creating and putting to use the means through which each country may become economically, c u l t u r a l l y , and technically independent of t h e i n d u s t r i a l i z e d countries. To achieve t h i s rapidly, one of the duties of a planner i s to seek solutions that are capable of effectively r ~ i u c i n gi nvestment c o s t s , p a r t i c u l a r l y when buildings are being erected f o r s o c i a l and community use. This i s p a r t i c u l a r l y true when it i s health care establishments t h a t are being b u i l t , since t h e requirement t h a t they should be up t o date and s a t i s f y certain specific and complex needs makes them among the most costly buildings of a l l . The application of modular methods to the d e f i n i t i o n of functional spaces and the drawing-up of standard plans suited to the climatic conditions and s o c i a l s t r u c t u r e s of t h e countries concerned mark a beginning in e f f o r t s to meet t h i s challenge. A complementary factor i s the promotion of local raw materials and of the appropriate technology for using them. F i n a l l y , l o c a l building labour, highly motivated and trained beforehand in these new techniques, w i l l be an effective and highly suitable instrument for implementing the building programmes envisaged.
