Preface Many countries are currently intensifying their efforts to reduce maternal and neonatal mortality and morbidity, typically through the development and implementation of national safe motherhood action plans. The safe motherhood needs assessment has been designed by the World Health Organization (WHO) to facilitate one part of a process of safe motherhood programme development and implementation, which is described below. + The process often begins with a period of sensitization and preliminary assessment, in which a high level commitment is reaffirmed and a commitment to intensified efforts is agreed by the government, national technical institutions, non-governmental organizations, multilateral agencies and donors. Activities include a review of progress in safe motherhood programming, a review of existing coordination and management mechanisms, and consensus-building on a broad strategy for intensified collaboration for reproductive health. + Early on in the process the existing situation is assessed to identify the major challenges facing the national and subnational health systems in their efforts to reduce maternal and neonatal morbidity and mortality. The safe motherhood needs assessment is designed to assist in this step.
