A Director$' and a W a r Cabinet were soon formed to administer the country. Since then genuine and successful efforts were made to control and to prevent recurrence of disorders or unruly manifestations in public gathering places and streets. The last disturbances of any magnitude which momentarily shock the War Cabinet dated back to the spring of 1966 when the Buddhists (headea by Thich T r i ~uang) started hwe manifestations in Saigon and in the larger provincial toms particuLariy in the northern areas. Calling for an immediate return to a civilian form of Goverment and also for tkie establishment of a Constitution, the Buddhists confronted the military authorities for almost Woe months. Anti-American feeling ran equally hi& in their midst and accounted for the damages inflicted to some United States buildLng and proprties.
