Excerpt: As a follow up to our February 23, 2001, draft report, attached is a final copy of the second report required by the National Defense Authorization Act for Fiscal Year 2000. As you know, this legislation mandates that by March 30 of each year through 2007, we issue a report to the Congress on the policies and procedures of the U.S. government with respect to the export of technologies and technical information to countries and entities of concern. This second report focuses on BXA’s policies and procedures for the design, maintenance, and application of the Commerce Control List (CCL).
