It has long been recognized that the solution of certain problems in the field of health depends upon international action. The repea$ed and painful efforts in the Nineteenth Century to solvc somc of thcsc problcms borc fruit in the creation, during the last fifty years, of a number of international health organizations -the Pan American Sanitary Bureau, the International Office of Public Health, the Health Organization of the League of Nations and the Health Division of UNXRA. A11 these bodies were limited in space, time or function and it became increasingly clear that the end of the second world war must see the creation of a single worldwide intergovernmental health organization, within the general framework of the United Nations, which would not only assume responsibility for the work of the earlier bodies but have an extended role necessitated by the new problems arising out of the war and the changed conditions of the post-mar world.
