Introduction: Congress saw the first proposal to create a joint committee on intelligence (JCI) in 1948. It appeared just one year after the establishment of the Central Intelligence Agency (CIA) and the Office of Director of Central Intelligence (DCI), both integral parts of the most far-reaching executive reorganization in United States history. Numerous other plans along the same lines have materialized in the meantime, including one in 2004 from the 9/11 Commission. This report reviews the basic characteristics of proposed joint committees on intelligence, differences among them, and perceived advantages and disadvantages.
