Growinq threat to the world's health Current evidence from around the world reveals a continuing upward trend in the misuse of psychoactive drugs 1 (Uchtenhagen). An epidemic of the health problems related to drug misuse can break out at any time in any country. The misuse of narcotic and psychotropic drugs leads to many other kinds of problems as well, but the focus of this paper is specifically on health problems and on the action that can be taken specifically by health ministries to counter this threat. in considering what action can be taken, it is worth remembering that WHO defines health as a state of complete physical, mental and social well-being.2 A health focus is therefore a broad focus.
