Background: The events of September 11, 2001 have led to calls for U.S. Intelligence Community (USIC) Reform. A Joint Inquiry of the Senate Select Committee on Intelligence (SSCI) and the House Permanent Select Committee on Intelligence (HPSCI) closely examined the intelligence issues associated with the devastating attacks of September 11. The Joint Inquiry Committee held 13 closed hearings and nine public hearings and reviewed thousands of highly classified documents relating to the incidents. In December 2002, the Joint Inquiry issued a 900 page classified report to the SSCI and HPSCI that is currently being reviewed and redacted to determine which portions are appropriate for public release.
