A Working Group met at the National School of Public Health, Lisbon, from 26 to 29 September 1978 to discuss the development of mathematical models that simulate the interactions between the input, structure and output of health services and to consider the potential for their routine use in health management, including planning and evaluation. The meeting, convened by the WHO Regional Office for Europe in collaboration with the Ministry of Social Affairs of Portugal, was attended by 15 temporary advisers from 11 countries, 1 consultant and 3 staff members of WHO. (A list of participants is annexed.) The importance of management and organization in the delivery of health care was emphasized in several of the resolutions adopted by the Thirty-first World Health Assembly in May 1978, especially resolution WHA31.43 (I). The major purpose of these resolutions was to promote the development of better and more integrated management structures and processes by such approaches as country health programming, health programme evaluation and the use of health information systems.
