Acknowledgments: There are many people to thank for making this project a reality. First, my colleagues and the communities in Britain who tolerated my experimenting with community policing and exploring restorative justice; in particular, Charles Pollard, Chief Constable of Thames Valley Police, and Ian Blair, now Chief Constable of Surrey Police, both of whom placed consider-able trust and faith in the work I was attempting to do while I was Chief Superintendent at Milton Keynes. I must also thank The Commonwealth Fund in New York, which awarded me a Harkness Fellowship in 1995–96, thereby providing an unusual and wonderful opportunity to test and further develop my thesis in a different cultural context.
