At the beginning of the International Year of Disabled Persons (IYDP) in 1981, it was generally accepted that there were at that time approximately hS0 million disabled people in the world (about 10% of the global population) despite the fact that 50% of disabilities are preventable. Disability was recognized as representating a major medical, social and economic problem - not least to the developing world where 80% of disabled people lived. The situation looked even more dramatic when it was realized that 90% of resources to help the disabled was expended in developed countries. The IYDP was a year of hope, therefore, for millions of people throughout the world. The disabled everywhere looked to it as the beginning of a period in which there would he a true awakening to the need for their full participation and integration in society and for further development of rehabilitation care, especially for those who had little or no access to the help they required. 1981 was a year of great significance also - for those untouched by disablement - as we all live under the shadow of developing a temporary or permanent disability. The twentieth century has, within its grasp, the technical and financial means to prevent many of the situations that daily add to the already heavy toll of impairment. The IYDP was seen as a year for aggressive national and international action to reduce both the magnitude of preventable disabilities and the impact of unpreventable impairments by early detection and appropriate treatment. In a joint statement issued by Dr Halfdan Mahler, then Director-General of the World Health Organization (WHO), and Mr James Grant, Executive Director of the United Nations Children's Fund (UNICEF), the two organizations were pledged :
