Introduction The Travelling Seminar on Preventable Disablements in Old Age was convened by the Regional Office for Europe of the World Health organization in collaboration with the Government of the Czechoslovak Socialist Republic. The group of 28 experts from 12 Member States and 2 staff members from the Regional Office met in Teplice from & to 8 April 1989. A list of participants is given as Annex 4. The opening session was attended by Dr J. Macke, Director, Foreign Relations Department, Ministry of Health and Social Affairs, Prague, Dr J. Jezek, CSc, Director North Bohemian Spas and Mr V. Flaska, Chairman of the Tom National Committee, all of whom welcomed participants to Czechoslovakia and, in particular, to Teplice, one of the oldest spas in the country and a town rich in history and interest. Dr M. Tsechkovski, Director, Systems of Health Care of the Regional Office for Europe, opened the meeting on behalf of Dr J. Asvall, Regional Director. Be spoke of the urgency of the subject under discussion and the need for interpretation of the plethora of data available into practical terms for action. The scope and purpose of the Seminar were based on previous relevant activities of the Regional Office in health promotion and on the organization of comprehensive community-based services for the elderly and the disabled. Participants were asked to take into account not only quantitative indicators (e.g. life expectancy) but also qualitative indicators (e.g. life expectancy free of disabilities and the quality of life in general). They were invited to review the contribution of demography and epidemiology to the identification of preventable disablements in old age; to reconsider the importance of a holistic approach to aging people; and to identify areas of the lifestyle of middle-aged and aged people where intervention might prevent or mitigate disablements in later life. Practical demonstrations were planned to focus on physical fitness and the importance of physical exercises in prevention of cardiovascular, rheumatic, neurological and locomotor diseases and consequent disablements.
