INTRODUCTION 1.. Monitoring and evaluation, being integral parts of any managerial process, are continuous act::lvities. By resolution UHA 31r.36 (1981), countries have also decided to report to WHO o r ) monitoring the progress and evaluating the effectiveness of Cheir national strntcgles at regular intervals. This distinction between evaluation at national level as a matlaEelnent process and reporting to WHO as a periodic activity i s important. Based on past experiences, it is important: that there is a close and clear link between the , . natlonal reports and the report to WHO. For the latter, sclected information concerning the main compor~ents of the health-for-all strategy and the global indicator% (as well as Hny regional or national indicators if they exist) is collected, analyzed and synthesized.
