IITRODUCTION 1. The adoption of Health For All In 1977 the Thirtieth World Health Assembly decided that the main social goal af governments and WHO in the coming decades should be the a~tainment by all the people of the world by the year 2000 of a level of health that wouid permit them to lead a socially and economicaLly productive life. This aoal is commonly known as Health For All by the year 2000. Health For All (HF.4) is a process leading to a progressive improvement in health, not a single finite target.' A global strategy for health for all was adopted by the World Healrh Assembly in L981. it describes the broad lines of action t o be taken at policy and operational levels, nationally and internationally, in the health sector and in other social and economic sectors, to attain HFA by the year 2000. A regional strategy for Europe was approved in 1980, and 38 ceyio~ial b targets were unanimously agreed on in 1984. A list of indicators has beer] drawn up to make it possible to measure progress towards achieving the regional HFA targetsc. Resolutions urging Member Stares to formulate strategies in line with HFA have been passed in the policy organs of WHO since the inception of the process, and two rounds of monitoring and evaluation have already been carried out in 1983 and 1985. The basic policies embodied is the strategy for BFA are Chat health is a fundamental human right and a worldwide social goal; health is an integral part of development; the existing gross inequality in the health status of people is of common concern to all countries and must be drastically reduced; people have the right and duty to participate individually and collectively in the planning and implementation of their health care; governmenes have responsibility for the health of cheir people; countries must become self-reliant in health matters; and fuller and better use must be made of the world's resources to promote health and development.
