Excerpt: The next census of the United States? population and housing will be conducted as of April 1, 2000. Reflecting a long tradition, Census 2000 will be the 22nd decennial enumeration in an unbroken chain that our Nation has undertaken. In many significant respects, however, Census 2000 will deviate sharply from tradition. As this Nation moves forward into a new century, the decennial census also must move forward. The Census Bureau has developed a plan for conducting Census 2000, incorporating many new features that address the two concerns that many people had about the 1990 census: that it cost too much and that it did not include everyone. The Census 2000 operational plan redesigns the census process in bold and fundamental ways.
