Introduction: The Arrestee Drug Abuse Monitoring (ADAM) program measures the extent of drug use in the high-risk population of people who have been arrested. This preliminary report presents the first highly reliable, probability-based findings from the ADAM program. These new findings will be useful to policymakers and practitioners who are shaping their drug policies to meet local needs. Of the 38 sites that participate in the ADAM program, data about male arrestees were available from 27 and are being released early. The forthcoming annual report will present data for men, women, and juvenile arrestees from all 38 sites.
