Introduction: The Aviation Security Improvement Act (P.L. 101-604) was signed into law on November 16, 1990, by President George H.W. Bush. Section 101 of the Act established the position of Director of Intelligence and Security, and in turn, an office was created within the Office of the Secretary of Transportation (OST) to perform the transportation security strategic planning, policy formulation, countermeasure coordination, interagency liaison and intelligence duties assigned by the Act. The Act also modified what later became through recodification Title 49 United States Code (49 U.S.C. 44938), requiring that this report be submitted annually by the Secretary of Transportation.
