Executive Summary: The enormous growth in the prison population is largely a function of drug-crime recidivism and bolstered drug enforcement activities. The delivery of treatment services in a prison setting is a logical approach to the problem and features certain advantages over outpatient and voluntary forms of treatment, including certainty of program enrollment and participation, program modalities specific to residential settings as treatment options, and ensured participation in post-release aftercare through the parole process.
