Excerpt: First and foremost are the specifications for the specific contract being performed; these should be read and followed exactly. If there ever is a conflict between the specifications and the other two documents, the specifications take precedence. Next, GPO Contract Terms (Publication 310.2) is a part of every GPO contract by reference. Article 1 deals with quality requirements in a general manner. Third is QATAP, Printing and Binding, Contract Terms (GPO Pub. 310.1), which specifies the contractual requirements of the Quality Assurance Through Attributes Program (QATAP). Most contracts incorporate it by reference.
