Previous reports of WHO expert committes on health statistics have dealt with many of the problems of hospital statistics and morbidity statistics in general,2 but none has considered in any detail the statistics required for the organization and administration of health services. In the background document prepared for the technical discussions on the collection and use of health statistics in national and local health services. held at the Nineteenth World Health Assembly in 1966, it was pointed out that most countries regard information on the working of their health services as an essential and important part of health statistics. Basically, they want data on the number: size, and distribution of establishments and the personnel employed in them, and details of the levels of training of the personnel
