PREFACE This guide has been prepared to assist public health agencies, including hospitals, to determine the lzun~ber and composition of staff necessary to carry out the public health ?zzirsing and outpatient department programmes. It is an adntinistrative tool to facilitate the appraisal of stafing patterns as a means to securing adequate nursing services for the communitji. Its emphasis is placed on health services for the care of persons who are not hospitalized; it refers therefore to home care programmes, hospital dispensaries: outpatient clinics, schools, health departments and other ser~icesp roriding nursing care to individztals in their homes. In its preparation the writer and WHO nursing oficers fronz the Regional Ofice for Europe andfiom the Division of Public Health Services in Geneva spent June and July 1961 visiting Denmark, England, Finland and Yugoslavia, conferring witlz public health and hospital administrators . and staff, and obseiving programmes on national, regional and local levels. During these discussions special attention was given to examining principles of stafing, learning qf plans a77d practices ~vlzich had been found useful in determining staflng patterns, and identifying factors which injluenced the resulting pattern. A draft was then circulated for critical review to WHO Regional Ofices, field staff, members of Expert Advisory Panels and other selected autltorities in public health and hospital administration, and this Jirzal docunierrt is based on their suggestions.
