Summary: There is an elaborate and complex set of transfer programs in Canada from the federal government to the provinces. These programs have a variety of objectives: redistribution of wealth among the regions, funding of programs dealing with pan-Canadian concerns, specific regional or sectoral objectives, etc. This background paper describes these programs, their objectives and how they work. The first chapter gives a general overview of federal transfer programs in the specific context of Qu‚bec. Chapters 2 and 3 respectively describe the two major programs: the Canada Health and Social Transfer, and Equalization. Chapter 4 discusses the major features of the process of renewing these programs, while the last chapter deals with other federal transfer programs.
