Excerpt: Information Technology Acquisition Project. The Information Technology (IT) Acquisition project, supported by a grant from the National Institute of Justice (NIJ), was conducted by the Institute for Law and Justice (ILJ) and several private sector partners from January 1998 to March 2001. The overall purpose of the project was to help law enforcement practitioners and. policymakers navigate the many considerations involved in acquiring up-to-date information technology, communication technology, and other technologies. The acquisition of technologies for policing was viewed as much more than purchasing; rather, it was defined as a four-phase process that involves assessment and decision-making, procurement, implementation, and impact assessment. Moreover, the study team consistently emphasized that IT acquisition strategies cannot be separated from policing strategies; they must fit with an agency's tactical and strategic plans. The experiences of both technical staff and management were seen as crucial throughout each phase, and the products of the research were designed with both technical and management personnel in mind.
