Introduction: A. Strategic Goals. This report is submitted pursuant to Title 49, U.S.C., Sections 44938 and 44907 (formerly Sections 315(a), 316(k), and 1115(c) of the Federal Aviation Act of 1958, as amended. The Federal Aviation Administration?s (FAA) mission in aviation security is to protect the users of commercial air transportation against terrorist and other criminal acts. Because terrorists seek to destroy public confidence in the safety of air travel and disrupt this vital segment of the U.S. and world economies, the continued growth of commercial air transportation hinges on the success of aviation security. Protecting the air traffic control infrastructure--FAA facilities and equipment, and the employees who operate them--is also part of that same mission. The FAA also assists in interdiction of drugs and narcotics coming into the United States.
